First Citizen of Portsmouth The consideration and qualifications for the selection of the First Citizen of Portsmouth are judged on the basis of civic, charitable, and religious contributions to the welfare of the community, state, country, and fellow citizens, over and above anything that can be reasonably expected from the pursuit of one's chosen vocation and without remuneration, with the principal contribution having been made to the City of Portsmouth, although the nominee is not required to reside in the City of Portsmouth.
DIANE POMEROY GRIFFIN 2002 FIRST CITIZEN OF PORTSMOUTH (Olde Towne Portsmouth in Virginia) – Diane Pomeroy Griffin has been selected to receive the 65th First Citizen of Portsmouth Award, given in recognition of outstanding community leadership and service to the City and the greater Hampton Roads community.
